History of Results

Passed in 2015, the Fixing America’s Surface Transportation (FAST) Act delivered an important step toward streamlining the permitting process by establishing the Federal Permitting Improvement Steering Council (FPISC). The Permitting Institute’s senior leadership team led the FPISC program for three years, delivering an unprecedented track record in time savings for projects under their management, including some of the largest renewable and conventional energy projects in the world.

  • FPISC Year 1 under Herrgott’s leadership: 45% average reduction time to permit issuance

  • FPISC Year 2 under Herrgott’s leadership: 60% average reduction time to permit issuance

  • 8.5 years of combined time savings for two projects (Alaska LNG and Gemini Solar) that are the largest-of-their-kind projects in the country

Gemini Solar

Advanced coordination assisted Arevia Power in removing roadblocks and reducing risk for a 690-megawatt solar project in southern Nevada. That support delivered a coordinated roadmap for all necessary federal, state, and local approvals. When fully operational, the project will generate enough clean solar energy to serve the needs of 400,000 homes every year, displacing approximately one and a half million metric tons of carbon dioxide annually.

Borderlands Wind Project

Sound leadership and strategic planning delivered a project permitting timetable that was agreed upon by all applicable Federal agencies in just 60 days. In total, 13 Federal, state, and local entities with permitting authorities or pertinent interests collaborated in the review of this 100-megawatt wind project. When completed, this $200 million investment in western New Mexico will deliver renewable energy to the Four Corners region.

Cardinal Hickory 345kv Creek Transmission Line

A $500 million, 102 mile transmission line project that will connect facilities in Iowa and Wisconsin, increasing the capacity and reliability of the regional transmission system and expanding access to lower-cost electricity and renewable energy generation. The first voluntary FAST-41 project, it was able to be completed with a 6-month time savings through extensive interagency communication that included a robust Section 106 analysis. That work ultimately led to the discovery of a previously unknown cultural heritage site that will now be protected for a lifetime.

Alaska LNG

A focused effort supported by the right team delivers success. Leadership from The Permitting Institute assisted in the development of a strong public/private partnership that allowed the Alaska liquefied natural gas (LNG) project permitting process cleared 70 federal, state, and local permits from over 19 federal and state agencies in less than three years. This project will create 19,000 jobs and use upwards of 500,000 tons of American steel and more than 5 million cubic yards of concrete.
